Gov't designates NTUC as 'politically significant person' under foreign interference law

NTUC must now disclose foreign affiliations and political donations.

The Registrar of Foreign and Political Disclosures intends to designate the National Trades Union Congress (NTUC) as a Politically Significant Person (PSP) under the Foreign Interference (Countermeasures) Act (FICA).

Under FICA, NTUC must disclose foreign affiliations and political donations of $10,000 or more annually.

The transparency requirements would help detect and prevent foreign interference in Singapore's political affairs.

NTUC will be designated at the federation level, which does not include NTUC’s affiliated unions, associations or enterprises. The designation will also not affect the union's ongoing activities.

NTUC received the notice of intended designation on 11 July, with 14 days to submit representations to the registrar.
