
Why 2H13 GLS programme sites are only slightly better than 1H13 list

According to Colliers International, in the 2H 2013 GLS Programme, the private residential sector will see a total of 24 sites listed in both the Confirmed and Reserve Lists.
This includes 10 sites introduced to the Confirmed List (including five Executive Condominium (EC) sites) and another 14 sites (including one EC site) on the Reserve List which can potentially yield a total of 5,960 and 7,510 home units respectively.

While the land supply in the pipeline under the 2H 2013 GLS Programme will provide for the development of a total of 14,155 units, which is comparable to the total supply for 14,035 units made available under the 1H 2013 GLS Programme, the total supply of 5,960 units available from the 2H 2013 Confirmed List is lower than the corresponding 6,953 made available for the first six months of 2013.
All the residential sites for private housing development on the 2H 2013 Confirmed List are new sites as the government continues to maintain a regular pipeline of supply.
With the popularity of ECs, five new ECs sites have been included in the Confirmed List and one new EC site is allocated to the Reserve List. In spite of the recent public discussions and feedback on the present applicability and relevance of ECs, the government continues to roll out new ECs parcels given the market demand and hence its consideration that the fresh supply of land for EC development should not be cut off from the GLS Programme abruptly.
The inclusion of EC sites in the Reserved List in addition to the Confirmed List is a more measured move.
