Otto Marine appoints Chin Yoong Kheong as director
He is currently a partner of KPMG with focusing on providing business solutions in the area of strategy, human resource, performance improvement to the public and infrastructure sector, consumer and industrial markets and financial services industry.

Mr Chin, 55, started off his early training in the field of audit when he joined KPMG in Leeds, UK in 1979. He returned to join the Kuala Lumpur office in 1983 and moved on to specialize in taxation for a period of 14 years. He was promoted to a partner in 1988. Mr. Chin was responsible for setting up the KPMG practice in Vietnam in 1992. In 1997, Mr. Chin was transferred to the consulting practice of KPMG Malaysia where he headed the practice till Sept 2004.
Mr. Chin has held various senior management roles in KPMG including setting up KPMG in Vietnam (1992-97), staff partner (1991-95), member of the KPMG International Management Consulting Committee (1997-98), member of the KPMG Asia Pacific SAP Executive Committee (1997-98), member of the Executive Committee of the Partnership Board of KPMG Malaysia (1997 to Oct 2004) and currently partner-in-charge of strategy and transformation.
Mr. Chin had authored various books and thought leadership articles. He is the author of Malaysian Taxation and Malaysian Taxation Practice published by Butterworths. He is also the co-author of Getting It Together, a book on personal financial management. Upon completion of his advisory engagement with the Ministry of Energy, Water and Communications of Malaysia in 2008, Mr. Chin was requested by the Minister to author the book entitled, The Water Tablet: Malaysian Water Reforms. His views on the corporate sector, economy and fiscal policies have been sought by the local as well as the international media including the Asian Wall Street Journal, Bloomberg TV and the mainstream media, according to an Otto Marine report.
With his involvement in advising the Malaysian Government to reform the water industry, Mr. Chin was appointed on 2 April 2007 to be a Commissioner of the National Water Services Commission, the regulator for the water services industry for a two-year term.
Mr Chin was the Adjunct Professor of the International Islamic University (March 2005 until Feb 2007). With his extensive involvement in public sector, Mr. Chin was appointed by the Prime Ministers Office to be a member of the Public Finance Lab in 2011 as part of the strategic reform initiative of the Malaysian government for a period of six weeks.
