URA, MOH launch Parry Avenue site for sale by tender
The site will house the first private assisted living facility in Singapore.
The Urban Redevelopment Authority (URA) and the Ministry of Health (MoH) launched for sale by public tender the land parcel at Parry Avenue, where Singapore’s first private assisted living development will rise.
Interested bidders may submit proposals to URA of their innovative assisted living models that can provide a range of services that support seniors’ changing needs, like active ageing activities, housekeeping, and regular care assessments.
To ensure that the selected concept proposal is aligned with the vision for the development, the URA will adopt a Concept & Price Revenue tender to evaluate submissions.
Under such a system, tenderers will need to submit their concept proposals and tender prices separately.
“The concept proposals will first be evaluated against a set of criteria specified in the tender, which includes suitability and innovativeness of the proposed model of care, as well as quality of the proposed care programmes and services,” MoH explained.
“Only concept proposals that are shortlisted will proceed to the second stage of evaluation, which will be based on price only. The site will then be awarded to the tenderer with the highest bid price among the shortlisted concept proposals,” the agency added.
The tender will close at noon on 21 March 2023.
